Michael Frey served as Sully District Supervisor from 1991 to 2015, dedicating nearly a quarter-century to thoughtful governance, fiscal stewardship, and community development. Throughout his tenure on the Fairfax County Board of Supervisors, he was known for his principled leadership and ability to build consensus around initiatives that improved quality of life for residents.

In 2015, Michael extended his service by joining the board of the Friends of the Fairfax County Animal Shelter, continuing a decades-long commitment to causes that reflected his personal values. His impact on local animal welfare is enduring and measurable. He was instrumental in securing funding and institutional support necessary to modernize and expand animal care facilities, including championing the renovation of the West Ox Road Shelter and supporting the bond and construction of the Lorton Shelter. These capital investments significantly enhanced the county’s capacity to provide lifesaving care and humane treatment to animals in need.
